These are probably the oldest antler billets that have been excavated. Note the shaft straightener and eyed needle as well.

The size, curvature, and context of these tools tell me that they are most likely to have been used as billets in the same manner that we typically use them today. As punches, they would be too large and curved to make San Patrice style projectile points.
