1. Ironbark is a group of Eucalypthus trees. I've googled a bit, and it comes up with high specific gravity (over 0.9) and interlocked grain. Both these factors mean the wood is probably well suited for bows. I've found a few examples on PaleoPlanet: here, here, here, here, and here.
How big is the log of ironbark? If it's big enough, you should split it in halves, quarters or eights, depending on its size. Splitting it using wedges and a maul will greatly increase drying speed, and it also prevents excessive checking. After splitting, remove the bark. Chances are indeed there are bugs underneath the bark, that will damage your wood if you leave the bark on. Seal the ends after splitting.
2. You should never ignore the grain when making a bow! That is a recipe for disaster. What kind of hardwood is it? That is pretty important to know. Also, the grain is highly important. You should clean up the board so you can see the grain. Use a sander or plane to clean the plank, and/or apply a bit of water or alcohol. You want absolutely zero knots in the plank, and the growth rings should run parallel to the sides all the way up and down. It is hard to judge if it needs a backing without knowing what wood it is, and what the grain looks like. Either way, if in doubt, do add a backing.
3. That rosewood staff, what cross section does it have? Is it round or square?
Rosewood can be a good bowwood, but this (again) depends on the grain. It needs a backing though. That drawweight could be achieved from that stave, but it is the drawlength that matters. It's only 61", so don't expect more than 26" drawlength or so.
4. A big rasp is a good all-round tool for me. A drawknife will be perfect on the ironbark. A handplane or spokeshave is good on the hardwood plank and rosewood. A Stanley SurForm works wonderful as well, but not on the ironbark.
